Alan L. Chvotkin is the executive vice president and counsel of the Professional Services Council, the principal national trade association of the government professional and technical services industry, where he is responsible for the association’s legislative and regulatory policy activity. He has 16 years’ experience as a professional staff member on Capitol Hill, serving first as a staff member on the Senate Budget Committee and, later, the Senate Governmental Affairs Committee. He became counsel and staff director to the Senate Small Business Committee and then counsel to the Senate Armed Services Committee. Chvotkin is a member of the American, Supreme Court and District of Columbia Bar Associations and a fellow of the National Contract Management Association, where he serves on its national board of advisors. Ms. Semple represents clients in the government contracts and construction practice areas.  She has extensive experience counseling government contractors on cost and pricing issues and resolving claims relating to disallowed costs, CAS noncompliances, and accounting change cost impacts.  Ms. Semple counsels government contractors on compliance with mandatory disclosure obligations, incurred cost submissions, and other government reporting requirements. Ms. Semple’s government contracts experience includes claims litigation before the Boards of Contract Appeals and Court of Federal Claims involving issues such as delay damages, defective specifications, equitable adjustments, and constructive changes.  She also assists government contracts clients in pursuing set aside opportunities under the small business, 8(a), SDV and WOSB programs. Ms. Semple graduated from the George Washington University Law School, where she completed several government contracts law courses including government contract cost and pricing and government contracts advocacy.  She teaches the Cost & Pricing course as an adjunct professor at the George Washington University Law School. Don Yenovkian is the Director of the United States Army Acquisition Alternative Dispute Resolution (ADR) Program. He is responsible for developing, implementing and overseeing the execution of the Army ADR Program with respect to Army contract and environmental disputes. Mr. Yenovkian has represented the United States in a number of the largest, longest, and most complicated federal procurement disputes in history, and also handled more typical systems, construction, service, and defective pricing cases. He has helped his clients resolve well over $3.5 billion in government contract disputes through litigation and various forms of ADR, recently serving as the legal lead in the largest successful government contract ADR in history. He assumed his current position in 2009. He was formerly Chief Trial Attorney for the Defense Logistics Agency (DLA), located at the Defense Supply Center Richmond, Virginia (DSCR, now DLA-Aviation). Mr. Yenovkian represented DLA before the ASBCA, Government Accountability Office and Small Business Administration, and assisted U.S Department of Justice (DOJ) attorneys in representing DLA in litigation before the U.S. Court of Federal Claims and the U.S. Court of Appeals for the Federal Circuit. While at DLA, Mr. Yenovkian served a detail as Associate Deputy General Counsel (Legal Counsel), Department of Defense, handling GITMO Habeas cases for DoD.
